Vote For Raymond Goins

My Bio

I am running for Palo Alto City Council because I believe that people, our students, workers, educators, and neighbors are more important than money. Palo Alto’s prosperity should be shared by the entire community. Housing, healthcare, and education are fundamental rights. The service workers, staff, and researchers who make our city and university thrive every single day should be able to afford to live in the community they serve. A true minimum wage must meet the actual cost of living, rather than locking hard-working individuals in poverty. Our campaign is grounded in the belief that systemic inequities occur when deferred dreams become cogs in the machinery of wealth concentration. For some, a deferred dream is merely capital realized. But to build an inclusive Palo Alto where everyone can thrive, we must challenge system level disparities and establish true economic balance. That begins with grassroots representation and people centered governance.

My Key Issues

Affordable Housing

As your Palo Alto City Council member, I would implement an affordable housing policy built on one simple principle: housing is a right, not a privilege reserved for the wealthy. People who teach our children, care for our neighbors, staff our businesses, and keep this city running should be able to live in the community they serve. First, I would push Palo Alto to adopt real rent stabilization. Tenants should not be forced out of their homes because rents rise faster than their paychecks. I would work to stabilize rents so families can plan their lives, stay rooted in their neighborhoods, and avoid displacement. Second, I would prioritize the production of deeply affordable housing, housing that is actually affordable to working families, seniors, young people, and lower income residents. Palo Alto has the resources to build at a scale consistent with its wealth, and I would make sure new housing includes homes people can genuinely afford, not just market rate units. Third, I would support a progressive tax on large, highly profitable businesses to help fund affordable housing and offset housing costs for families struggling with Palo Alto rents. The companies that benefit most from our region’s prosperity should help ensure the people who make that prosperity possible can afford to live here. Fourth, I would expand safe parking and individualized homelessness solutions. Too many people are living in vehicles because they cannot afford rent or face long commutes. I would create safe, dignified parking options while connecting residents to housing, services, and pathways toward stability. I do not believe in a one-size-fits-all approach; every person’s circumstances are different, and our response should treat them as individuals. Finally, I would make sure new housing comes with the infrastructure our community needs transportation, parking, parks, schools, and public services. Building housing is necessary, but building it responsibly means planning for the whole community. My goal is simple: within the next four years, I want Palo Alto to make real progress toward housing as a right and affordability for the people who work here but cannot afford to live here. We have a moral obligation to give families the opportunity to live and thrive in this city, so they can change their generational outcomes
